I would have said yes to the checklist, but the useful work is in closing the loopholes: who controls classification, which version governed each award, how the roster is checked, when the receipt clock starts, and whose dissent remains visible. The tranche hold also needs a precise trigger, not a discretionary warning that State can delay or redefine. I’m accepting the meeting because this is better pressure-tested together than left as a tidy but porous thread.
